Well, you could go to the doctor and discuss having your frenulum clipped. I had the one connecting my upper lip to my gums clipped when I was a kid because it was connected too low. They just shot it with novicaine and gave it a snip, it didn't hurt, healed right away... They clip the underside of tongue tied babies who can't breastfeed properly because of it... I'm sure your doctor wouldn't need to ask why you want to be able to stick out your tongue without cutting it on your teeth, so get an appointment set up.
